HELP UNIVERSITY SCHOLARSHIP AWARDS 2012


Since its establishment in 1986, HELP has awarded many scholarships to encourage academically inclined Malaysian and international students who display leadership qualities to pursue tertiary education at the University. Many of these recipients have completed their courses and have embarked successfully on their careers.
  HELP welcomes applications from high academic achievers for Scholarship and Study Awards from both new and continuing students.   In addition, HELP also provides Financial Assistance to students (HELP University students only) who are facing financial difficulties but who are not eligible for scholarship awards based on academic achievements. The financial assistance will take the form of an interest-free study loan, which is granted at the discretion of the Scholarship Committee and is intended to assist you in financing your studies at HELP.
HELP is pleased to announce the following Awards for year 2012:


FULL SCHOLARSHIP, PARTIAL SCHOLARSHIP AND STUDY AWARDSIf you meet the minimum criteria stated, please:
  1. Complete a HELP Scholarship Application Form and attach certified copies of your academic results.
  2. New students are required to submit a HELP Application Form to apply for the chosen program and make the minimum payment of RM250 of the Student Application Fee.
  3. New students will submit the form and attachments to the Scholarships Officer in the Registry before the specified deadline.
  4. For consideration by the Scholarship Committee in April and September of each year, scholarship applicants must be registered students of HELP University / HELP Academy.
  5. Submit the form to the Scholarships Officer in the Registry. Late and incomplete application forms will not be considered for selection.
  6. Your form will be forwarded to the Scholarship Committee for consideration within 1 week after the closing date.
  7. The decisions of the Scholarship Committee will be published by the 2nd week of May and October.

Important Note:
  1. As scholarship awards are limited and competitive, only candidates who meet the minimum criteria specified in this brochure are eligible to apply.
  2. Meeting the minimum criteria does not automatically guarantee the applicant a scholarship.
  3. All scholarship applications will be evaluated and short-listed by the Scholarship Awards Panel of HELP University / HELP Academy. HELP’s Scholarship Committee reserves the right to change the criteria from time to time.

FINANCIAL ASSISTANCE - STUDY LOAN (APPLICABLE FOR HELP UNIVERSITY STUDENTS ONLY)
  1. You are encouraged to obtain a copy of the study loan agreement from the Registry prior to submitting the application. You should read this document thoroughly to ensure that you understand the implications of HELP University’s Financial Assistance Scheme.
  2. Complete a HELP Scholarship Application Form indicating clearly on the form that you are applying for financial assistance.
  3. Attach a covering letter from your financial sponsor outlining all relevant circumstances together with a certified copy of his/her latest EA Form/Borang J.
  4. Submit the application form to the Scholarships Officer in the Registry before the specified deadline.
  5. Your form will be forwarded to the Scholarship Committee for consideration within 1 week after the closing date. Factors taken into account will include your financial sponsor’s total household income and the number of dependants in the household.  
  6. Upon approval of your application, you and your legal guardian will be required to sign the study loan agreement.
  7. Financial Assistance Loan is not applicable for the UK Degree Transfer Program (Law).

Save the children vacancy

Currently Save the Children has an immediate need for experienced staffs to be part of our EMAS Team and will be based in Java and Sulawesi area.

The Expanding Maternal and Neonatal Services (EMAS) project is a five year USAID-funded project that seeks to reduce maternal and newborn mortality in Indonesia. It will focus on improving the quality of emergency obstetric and newborn care provided by hospitals and puskesmas and on strengthening regional referral systems that transfer sick mothers and newborns between facilities.

The positions we are looking for are:

Maternal Newborn Health (MNH) Clinical Specialist - 5 posts, based in (2)West Java, (2)East Java and (1)South Sulawesi (code: MNHC Spec-WJ/EJ/SS)

The MNH Clinical Specialist, based in West Java and South Sulawesi, reporting to the Provincial Team Leader, will be working closely with provincial staff with oversight by Jakarta-based technical advisors. The MNH Clinical Specialist will provide support and guidance to all EMAS supported clinical activities at the provincial and district levels and will assist with implementation of specific EMAS Project activities including: facility level quality improvement initiatives, on-site mentoring and training, near miss audits and maternal/prenatal death audits, and adaptation of training and mentoring materials as needed. In addition, the MNH Clinical Specialist will work together with provincial and district level EMAS staff to build relationships with regional facility staff, Provincial and District Health Offices, local community organizations and community and professional leaders.

Core Responsibilities:

ü Provide technical support in the area of MNH health at the provincial and district level as directed and consistent with overall EMAS project goals and objectives

ü Ensure national and global best practices are incorporated into EMAS maternal and newborn health strategies and activities at the provincial and district level

ü Assist in the implementation of quality improvement activities including workshops, facility assessments and ongoing monitoring of facility performance

ü Assist in the implementation of facility based clinical governance activities including: Near Miss Audits, Death Audits, Dashboard Indicators, and clinical case reviews.

ü Assist in the identification of EmONC applied training and equipment needs at the facility level

ü Assist in the provision of EmONC competency based training and on-the-job mentoring activities as needed

ü Work with EMAS M & E staff to track relevant clinical data and results

ü Participate in strategic meetings and planning exercises with Provincial and National staff

ü Organize technical assistance visits by EMAS clinical advisory team, EMAS partners and consultants

ü Develop and maintain excellent relationships with colleagues and partners at the Provincial and National level, and participate in team activities as requested

ü Compile technical reports as directed

ü Work with EMAS staff to prepare and track progress of project activities

JOB REQUIREMENTS (Education, Experience and Skills):

· Medical Doctor preferred: Pediatrician, Ob/Gyn or G.P. with MNH experience

· Experience in providing technical oversight to maternal and newborn health programs

· Strong leadership skills as well as technical capacity to support MNH service delivery at the hospital and puskesmas level

· Ability to conduct and monitor effective quality improvement, training and clinical mentoring activities in the hospital and puskesmas setting

· Experience working on NGO projects preferred

· Ability to work effectively as part of a multi-cultural and multi-disciplinary team

· Strong interpersonal, writing and oral presentation communication skills in Bahasa Indonesian and English

· Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform

· Ability to travel to designated districts and facilities within the province as needed

Hivos is seeking an Indonesian national for the position of the Program Officer for Rights and Citizenship to manage and develop the following components of our Rights and Citizenship programme: sexual and reproductive health and rights, women leadership, and HIV/AIDS in Indonesia and Timor Leste. The Program Officer will report directly to the Director Regional Office and work closely with other Program Officers in the Southeast Asia Regional Office in Jakarta. The appointment will preferably start in February 2011 with an initial contract for a period of 1½ years.

Key responsibilities:
1. Management of Hivos portfolio for Rights and Citizenship, in particular the gender, women leadership, sexual and reproductive health and rights, and HIV/AIDS components in in Indonesia and Timor Leste, including periodic monitoring visits
2. Organizing capacity building support for partner organisations
3. Contribution to Hivos overall organizational and policy development
4. Identification, development of programs, and accessing funds for Indonesia and Timor Leste

Key requirements:
1. Minimum bachelor degree in social sciences or public administration or relevant other education and experience. A master degree will be of advantage.
2. At least 3 years experience in working in the development sector, particularly on the issues of gender, women leadership, sexual and reproductive health and rights, and HIV/AIDS.
3. Sound experience in managing partnerships and in providing capacity building/ technical assistance
4. Strong knowledge of gender, women, and development issues as well of the related civil society movement in Indonesia and preferably also in Timor Leste. Knowledge of sexual and reproductive rights and women’s leadership will be an asset.
5. Strong analytical skill to assess the proposal, programme, and capacity of partner organizations
6. Willingness and ability to perform administrative tasks such as reporting and filing programme portfolio
7. Excellent English language, spoken and written. Previous working experience in an international environment/organization would be an advantage.
8. Having respect for humanitarian or humanist principles and willing to work in a non- discriminating, neutral, impartial and gender equal environment.
9. Strong personality, assertive initiatives and able to work within a team
10. Prior experience in program development will be regarded as an asset

CONSTRUCTION PROJECT OFFICER (1 Position)

The Construction Project Officer (CPO) is responsible for supporting and reporting to Construction Project Manager to do close supervision and visit construction project sites of consultant construction supervision and building - land preparation contractor’s work to ensure the performance works are meet with construction program time line.
Recommend any engineering solution for any identified technical problems on the field following approved construction documents refer to Indonesian Standard (SNI) and or International Standard for building construction.
Reporting update situation of constructions field progress and other related information in weekly to Construction Project Manager.

Qualifications:
Minimum 5 years working experience in monitoring construction projects and in working with construction consultants
Minimum Bachelor’s degree in Civil Engineering or similar field;
have knowledge and skill on various laboratory test tools and method;
and work experience in Aceh highly desirable;
Experience in the construction of agricultural processing units desirable;
Strong communication skills;
Strong reading and writing Could work under pressure conditions;
could operate engineering software computer CAD, and Office software and other engineering software more preferred.

CONSTRUCTION PROJECT ASSISTANT (1 Position)

The Construction Project Assistant (CPA) is responsible to assist and support Construction Project Manager to manage office/project documents by classify, coding, and archiving.
Collect and manage any construction documents report from contractor and consultant supervision.
Prepare supporting documents for contractor and consultant payment together with finance staff.

Qualifications:
Minimum 1 years working experience in manages project documents.
Have minimum Diploma’s Degree in Office Management Document or in similar education background;
could work under pressure conditions.
Strong communication skills;
Strong reading and writing;
could operate computer software office.

Supplier Relations Officer

Ruma is a social enterprise incubated by Grameen Foundation that provides business-in-a-box solutions for the poor. Ruma recently won 1st Place at Harvard's Social Enterprise Conference. Of the 240 million people in Indonesia, 3/4 live below $2.5 a day, and 2/3 have mobile phones. Ninety percent of these users buy prepaid minutes instead of paying a monthly bill. Ruma sells a business-in-a-box that enables small entrepreneurs to sell prepaid minutes. We buy minutes at a discount from 10 telecom operators and store them in our server. When a customer buys minutes from our entrepreneur, we send the minutes electronically via SMS thereby reducing the need for a physical voucher. We
worked with Grameen Foundation to develop this model, which is essentially the
next evolution of the Grameen Phone. As of March 2010, we’ve deployed a network of 2,000 entrepreneurs, $3,000 worth of minutes to 80,000 customers each day. Seventy percent of our entrepreneurs were below the poverty line when they joined; now 100% are profitable. We plan to launch a jobs market, micro-insurance and retail application using our prepaid minutes platform.

Supplier Relations Officer (SRO)

The SRO is responsible for securing and managing
relationship with suppliers of Ruma's products. These suppliers currently
include Telecommunications Operators, Dealer for the Telcos, and PLN.

Ruma has a network of over 3,000 agents selling these goods
and it is therefore important to secure a constant supply of products. The
SRO will be first responsible for securing suppliers and managing the process
including contract negotiation and working with IT to connect the systems
between the companies.

Ruma currently has numerous suppliers and the SRO will be
responsible for creating performance metrics for each of the suppliers and
removing those that do not meet performance targets. The SRO needs to monitor
the service level agreements between Ruma and its suppliers and remind the
suppliers if they are not meeting pre-agreed upon conditions.

General Functions:
Under the overall supervision of Senior Migration Health Advisor and technical supervision of Psychosocial Support Coordinator for Indonesia, the incumbent is expected to carry out his/her duties in close coordination with Senior Migration Health Physician and the Head of Sub office in Tanjung Pinang. The incumbent will be responsible for the development, implementation and oversight of a mental health support system for migrant populations in Tanjung Pinang. In particular she/he will be responsible for :

1. In close coordination with the IOM team, especially the IOM health teams, and operations staff, develop a strategy to address the psychosocial and mental health needs of the migrant population.
2. Streamline mental health services with services already provided by established IOM health clinics resulting in a program that covers and addresses the needs of all gender and age categories of the target group.
3. Establish a system for assessing the individuals mental health and psychosocial needs; maintain records with due respect to confidentiality; and a monitoring and evaluation and improvement system for the programme interventions.
4. Provide group or individual therapeutic sessions according to the needs as identified; establish a referral network for clinical mental health services to be utilized were necessary.
5. Assess resources available among the migrant population and optimize the use of migrants' skills and initiatives to ensure a culturally appropriate service.
6. Provide trainings to programme staff on delivery of psychosocial services to ensure that overall IOM response is conducive towards achieving the objectives of the psychosocial and mental health services.
7. Regularly report on the activities in place and evaluate the effect of the interventions and services provided
8. Establish and maintain close liaison between the different actors within and outside of IOM to facilitate the mental health services delivery to the migrant population.
9. Perform such other duties that will make this a successful programme for the migrants and IOM.

Qualifications:
(Education, experience and personal qualities)
University degree in psychology, social science, or degree in psychiatric nursing and registered to practice in clinical psychology discipline in Indonesia. At least 3 years of clinical work experience, of which minimal five to several years experience working in community based programmes or camp settings.

Experience in provision of community based training activities. Excellent communication skills. Ability to work well under pressure. Demonstrated ability to work well in a multicultural and multi-disciplinary team. Ability to prepare clear and concise reports. Bachelor, Master & PhD Scholarships for Students from Developing Countries, Norway

The Norwegian government provides students from developing countries in the South and countries in
the Western Balkans, Eastern Europe and in Central Asia with financial support to study for a degree in
Norway under the Quota Scheme.
The Quota Scheme currently provides funding for a total of 1 ,100 students, 800 of them from developing
countries in the South and 300 from countries in the Western Balkans, Eastern Europe and in Central Asia.
The Scheme is quite popular both with the Norwegian institutions involved and among eligible students,
most of whom are highly qualified in their field of study. Every year the number of applicants far exceeds
the number of students admitted under the scheme.
The main objective of the Quota Scheme is to contribute to capacity building through education that will
benefit the home country of the students when they return . The Quota Scheme is also intended to
strengthen relations between Norway and the selected countries and thus contribute to
internationalisation at Norwegian institutions of higher education.
Most universities and university colleges in Norway participate in the Quota scheme. The institutions
involved are allocated a certain number of students under the programme each year. The scheme
normally includes courses at Master ’s and Ph .D . level in addition to certain professional/ Bachelor ’s
degrees. Most of the Norwegian institutions offer courses and educational programmes in English .
The Norwegian State Educational Loan Fund is responsible for managing the financial support provided
for the Quota students. Each student receives the same amount of monney as a Norwegian student would
do in an equivalent educational programme. About 30 per cent of the amount is given as a grant and 70
per cent as a loan. However, the loan portion may be waived when the student returns to his/ her home
country after completing the course of study. Students who stay in Norway after finishing their studies or
take up residence in another country than their home country must repay their loan. Normally, the
financial support given will not exceed a time span of four years for one definite study plan or a
combination of two programmes. Part -time studies are not supported.
Finding a study programme/ institution of interest
See the participation institutions’ websites to find more detailed information about the study programmes,
available courses, admission requirements and application procedures concerning the Quota Scheme. You
may also search the online Master’ s programme catalogue which provides an overview of all study
programmes at Master’s level that are offered in English at Norwegian universities and university colleges.
All inquiries should be directed to the International Office at the institution in question . Applications should
be sent directly to the institutions and SIU is not responsible for received applications.
The deadline for applications for the Quota scheme is usually 1 December every year. Some courses and
educational programmes may have other deadlines.
Recruitment enrollment
The Quota Scheme will only enrol students from institutions (organisations, universities, authorities ) which
have collaboration agreements with Norwegian universities or university colleges. Norwegian institutions
usually do not admit free movers (individual applicants) to this scheme. Only in very special cases will free
movers be considered. Please contact the institutions directly for individual information.
Students who come to Norway as self- financing students will, as a rule, not be considered as being
qualified for the Quota Scheme.
To find out which institutions collaborate with Norwegian institutions, please refer to the websites of the
Norwegian institutions. You could also ask your home institution about whether they have any sort of
collaboration with Norwegian universities / university colleges from the list of participating institutions.
Basic general requirements
As a student , you must apply directly from your home country. You must have stayed at least one year in
your home country directly prior to the planned course of study at the Norwegian university /university
college .
Students usually apply for degree programmes that serve as a continuation of their studies in their home
country or for courses which can be a joint part of a degree programme in their home country (joint
degree or sandwich programmes). Most of the programmes offered are at Master’s or PhD level, but the
Quota Scheme also offers certain Bachelor ’s study programmes.
All candidates should typically have the following basic qualifications:
Secondary school certificates
Minimum two years of higher education from their home country
Some exceptions apply for certain professional educational courses at Bachelor ’s level.
The GSU- list (has been compiled by the Norwegian Agency for Quality Assurance in Education – NOKUT)
with the general entrance requirements for applicants with higher education qualifications from abroad.
NOKUT is the Norwegian governmental organisation for recognition of foreign higher education . If you
cannot find your academic papers on the list you may contact NOKUT directly to get an evaluation of your
certificates.
Basic language requirements
Most of the study programmes offered under the Quota Scheme are taught in English. Applicants who are
not native English speakers therefore must document their proficiency in English. Requirements may differ
between institutions and various study programmes. Please see the university /university college’ s website
for more details about language requirements.
A few courses in the Quota Scheme are offered in Norwegian and require good skills in the Norwegian
language. Students admitted to study programmes that are mainly taught in Norwegian may receive
additional financial support for studying Norwegian language for one year prior to their study.
Admission to the Quota Scheme is highly competitive and meeting the minimum requirements is
no guarantee for enrollment.

Reserve Bank of New Zealand University Scholarships, New Zealand
The Reserve Bank of New Zealand offers two scholarships each year to students who are majoring in
Economics, Finance or Banking and who are entering their Honours, Masters or final year of PhD study.
Students must have attained at least a B+ average and be studying full time over the academic year.
The value of each scholarship will be $ 10,000 . This money will be paid fortnightly during the academic
year.
In addition to the $ 10 ,000, an offer of employment is provided at the completion of your qualification. It
is important to note that a condition of receipt of the scholarship is that you must accept the position with
the Reserve Bank and must remain in that position for a specified period of time. Should this condition not
be met you will be required to repay the sum of the scholarship payments made to you.
We welcome applications from international students, provided you are legally entitled to work in New
Zealand.
Once short listing has been completed, successful applicants will be asked to attend a half day interview
process at the Bank in Wellington. This typically takes place at the beginning of February.
