Hivos is seeking an Indonesian national for the position of the Program Officer for Rights and Citizenship to manage and develop the following components of our Rights and Citizenship programme: sexual and reproductive health and rights, women leadership, and HIV/AIDS in Indonesia and Timor Leste. The Program Officer will report directly to the Director Regional Office and work closely with other Program Officers in the Southeast Asia Regional Office in Jakarta. The appointment will preferably start in February 2011 with an initial contract for a period of 1½ years.

Key responsibilities:
1. Management of Hivos portfolio for Rights and Citizenship, in particular the gender, women leadership, sexual and reproductive health and rights, and HIV/AIDS components in in Indonesia and Timor Leste, including periodic monitoring visits
2. Organizing capacity building support for partner organisations
3. Contribution to Hivos overall organizational and policy development
4. Identification, development of programs, and accessing funds for Indonesia and Timor Leste

Key requirements:
1. Minimum bachelor degree in social sciences or public administration or relevant other education and experience. A master degree will be of advantage.
2. At least 3 years experience in working in the development sector, particularly on the issues of gender, women leadership, sexual and reproductive health and rights, and HIV/AIDS.
3. Sound experience in managing partnerships and in providing capacity building/ technical assistance
4. Strong knowledge of gender, women, and development issues as well of the related civil society movement in Indonesia and preferably also in Timor Leste. Knowledge of sexual and reproductive rights and women’s leadership will be an asset.
5. Strong analytical skill to assess the proposal, programme, and capacity of partner organizations
6. Willingness and ability to perform administrative tasks such as reporting and filing programme portfolio
7. Excellent English language, spoken and written. Previous working experience in an international environment/organization would be an advantage.
8. Having respect for humanitarian or humanist principles and willing to work in a non- discriminating, neutral, impartial and gender equal environment.
9. Strong personality, assertive initiatives and able to work within a team
10. Prior experience in program development will be regarded as an asset

*Summary Description*:

• Participate in campaign discussion and planning regarding strategic issues
and event planning within GPSEA, with other Greenpeace offices and with
Greenpeace International (GPI). This will include both written and verbal
discussion as well as attendance at specific meetings.
• Take the lead in the implementation of Climate and Energy campaign
strategies and tactics developed to achieve goals and objectives.
• Participate in regular progress reviews and evaluations of Climate and
Energy
campaign projects.
• Keep Campaign Director informed of activities in the campaign (including
preparation of monthly reports and monthly work plans) and recommend
changes in tactics, or strategies if necessary.
• Coordinate information flow within the campaign and other departments, and
to Greenpeace International’s Climate and Energy campaign, other GPI
departments and other offices.
• Organise and oversee the work of campaign volunteers, interns and

contractees.
2. Assist the Campaign Director in designing the regional Climate and Energy
campaign program and implement strategies to mobilise various stakeholders
in
the region and the general public about campaign issues and goals;

present

• Maintain a working knowledge of political, legislature, regulatory and
economic frameworks relevant to the campaign.

and others in the region as identified in strategic planning.
• Prepare fact sheets and other campaign information for use within the

• Act as spokesperson for the campaign within the region.
• Develop pro-active relationships with national and regional media to
increase
campaign outreach.
• Represent Greenpeace and the campaign at relevant national and regional

3. Direct, organise and participate in non-violent direct actions to support
and
advance campaign goals.
4. Respond to and engage in internal as well as pressing external regional

General Functions:

Under the direct supervision of the Psychosocial Support Coordinator,
IOM Indonesia for Psychosocial and Mental health matters and the overall
supervision of the Programme Coordinator, IOM Indonesia and in close
coordination with sub office structures, the incumbent will provide
oversight, supervise and monitor the implementation of the psychosocial
assistance activities for the irregular migrants in Indonesia. In
particular, he/she will:

1. Implement tailored psychosocial program activities for the
irregular migrants (IMs) and ensure that the implementation of social,
religious and educational/vocational activities and the like, are
culturally appropriate and fully respects the confidentiality of the
information on migrants.

2. Work closely with the IOM team (medical, operation, and other
related officers), local authorities and/or national government,
international organizations, and NGOs to inform and advocate for
remedies and solutions to psychosocial and protection issues faced by
irregular migrants.

3. Assess psychosocial and protection needs and identify
problems/gaps, risk and vulnerabilities, including those related to
gender and age. Propose/prioritise initiatives to reduce these risks
and increase the resilience capacity within the IMs communities in
detention and community settings.

4. Ensure presence in IMs communities through regular visits to
detention centres, temporary settlement areas to collect information on
the conditions faced by IMs including the availability of humanitarian
assistance (shelter, food, water/sanitation, health and education) and
access to services by different segments of IMs populations.

5. Actively engage the IMs in the development of psychosocial
activities and use available resources within the target population.
Encourage migrants to provide assistance to their own community members
by sharing their own knowledge and skills to influence the decision
making process affecting their daily living situations.

6. Ensure referral mechanisms are established for referring
migrants with potential mental/psychosocial health problems or any other
general health issues to the appropriate health care service providers
in the area.

7. Provide basic counselling and implementation of psychosocial
activities where needed, possible and appropriate in a scheduled manner
including specific educational activities addressing the identified
social-health issues.

8. Organize case management for case record, collate, review for
completeness of information and maintain a filing, retrieval and
forwarding system of documents/records for each migrant undergoing
assessment, mental / psychosocial consultation, treatment, referral and
follow up.

9. Conduct ongoing monitoring, analysis and reporting of the
psychosocial condition of the IMs and provide periodic reports of
psychosocial activities conducted in the designated areas including
psychological reports and statistics on a monthly basis to the
Psychosocial Support Program Coordinator.

10. Perform other duties as may be assigned.

Desirable Qualifications:

University or Bachelor degree in social work / psychology or
alternatively, a combination of relevant experience and training in this
field. At least three years of direct work experience in social work,
have worked in settings with protection issues such as battered women,
rape victims, family/domestic abuse and trauma/post care. Experience in
working with irregular migrants; trafficked persons; general counselling
and networking.

Excellent communication skills, personal commitment, efficiency and
flexibility. Ability to work with minimal supervision. Excellent
understanding and application of ethical practices within the
disciplines and a good understanding of rights based approaches. Good
level of computer literacy. Awareness of gender issues. Ability to work
effectively and harmoniously in a team with colleagues from varied
cultures and professional backgrounds.

Language: Proficient in the English language, proficiency in languages
spoken by migrants (Farsi, Arabic, Tamil, Myanmarese) is an advantage.

Under the direct supervision of the Finance Officer and general supervision
of the 2ND Deputy the Cashier will process all transactions related to
KONTRAS operating expenses. This includes the disbursement of bills, cash
advances and invoice payments. Cashier will also be responsible for cash
handling and book keeping related to operating expense transactions. The
Cashier will work to implement the financial policies and procedures of
KONTRAS.

*Duties& Responsibilities:*

1. Process all daily transactions and necessary documents for the
disbursement of bills and clearing advances

2. Ensure fund amount is accurate and verified before disbursement.
Make sure approval signatures on the voucher are obtained from parties,
Payer and payee, and the cash amount of the transaction is confirmed before
the disbursement is done

3. Ensure that all vouchers and receipts are completed and accurate.

4. Prepare Cash and bank receipt and Payment voucher.

5. Ensure all transactions documentations are properly filled out and
approved.

supported with all necessary documents.

7. Ensure that the proper payment approval signature is obtained and

11. Responsible for the cash and cheques control and proper safety for
the safe and documents under his control

12. Help ensure financial and accounting integrity of Finance Department
systems.

Qualification:



1. Diploma Degree (D3), Accounting Certificate, Basic knowledge of
book keeping.

2. Relevant courses and trainings on accounting and finance, or tax.

a team* and handle work under pressure & tight due date;

Experience:

1. At least two years working experience in related field (NGO

The Jakarta Representative is integral to USINDO's mission, and works closely with the President and staff of the Washington, DC office.

The Representative is expected to play a pro-active role in developing and proposing new USINDO programs, strategies for outreach to new audiences and members, and the day-to-day management of Indonesia-based activities. Migration Unit and the overall supervision of the Chief of Mission
(COM), the incumbent will provide technical support to contribute to the
enhanced capacity of labour migration management in Indonesia and
enhanced protection for Indonesian labour migrants. In particular,
he/she will:

1. Assist in the continued implementation of the PRM-funded
project, "Promoting Effective Management of Labour Migration in
Indonesia." The incumbent's duties include but are not limited
to the following:

· Coordinate and develop training seminars for Indonesian
Labour Attachés and Consular Staff at various Embassies in receiving
countries, Recruitment Agencies, community-based organizations (CBOs)
and community leaders.

· Conduct focus group discussions and workshops with community
leaders, CBOs, recruitment agencies and local government.

· Develop a new curriculum and training materials for
migrants' pre-departure training, in coordination with the National
Agency for the Placement and Protection of Migrant Workers (BNP2TKI),
Ministry of Foreign Affairs, Ministry of Manpower and Transmigration,
NGOs and civil society organizations.

· Act as a trainer for training workshops with recruitment
agencies and selected partner agencies from key destination countries.

· Produce and disseminate information brochures to migrants
and potential migrants on migrants' rights and obligations and
assistance that can be sought when abroad.

· Conduct a focus group session to identify challenges related
to labour migration, with stakeholders from the Ministry of Foreign
Affairs, Ministry of Labour, Department of Immigration, the Police,
human rights organizations, and migrant community representatives.

· Conduct a workshop on labour migration related topics for
Labour Attachés and Consular staff from key destination countries.

· Develop a country-specific curriculum and training materials
for training of Labour Attachés and Consular Staff.

2. Liaise and coordinate with all relevant government agencies to
ensure that effective working relationship and information sharing
channels with IOM are maintained.

3. Undertake monitoring of ongoing activities, review project
performance and recommend appropriate interventions and strategies to
improve project implementation.

4. Provide technical assistance to other IOM projects as required.

5. Assist in matters of fundraising and donor relations.

6. Undertake duty travels as required by the Programme Manager.

7. Prepare and submit to Programme Manager reports of project
developments, as required.

8. Represent IOM in coordination meetings with relevant
organizations and government agencies and ensure that the minutes of
meetings are prepared in a timely manner, when requested by the
Programme Manager.

9. Draft correspondence letters, briefing notes, as requested.

Desirable Qualifications:

University Degree in development work, program management, or law, or
alternatively, combined experience and training in any of these fields.
Five years of progressive experience working with project/program

Strong experience working with Ministries and Governmental institutions
and senior representatives in charge of labour migration policy and
