4. Having worked experience on community situation into programmatic intervention
5. Having skill on proposal writing in English and have skill presentation
6. Have some skill on budgeting strategy
7. Having knowledge on GIS, MS Project application and MS Publisher is desirable
8. Having knowledge on UU no.24/2007 is desirable

RURAL COMMUNITY FACILITATOR (RCF)

JOB SUMMARY :
The RCF is the community-level contact point person for all project activities. The RCF will conduct the following activities: Facilitate and assist community organization to manage WSS and health and hygiene education, reflecting gender equity and poverty targeting principles.. § Build community capacity and assist community in developing the Community Action Plan (CAP), constructing WSS facilities selected by the community, and managing the O&M of the improved WSS

RESPONSIBILITIES AND TASKS:
Implement RTA. Melaksanakan Kajian Teknis Cepat (KTC-RTA) Assist in building community capacity in preparing CAP, project planning and implementation using the MPA/PHAST methodologies.
Assist community identifying their health problems and water borne diseases and develop strategies to solve those problems using PHAST methodology.
Conduct technical survey and prepare the DED and cost estimate for WSS infrastructure development.
Assist community organization in mobilizing contributions.
Provide on the job training to community members and assist in supervising construction of WSS facilities through community self-help.
Train and guide in managing the sanitation revolving funds.
Facilitate and assist the community in participatory self-monitoring during the project and post construction periods.
Submit monthly progress reports to DC.
Address complaints and questions about the project and help ensure transparency in all project implementation and decision making.

QUALIFICATIONS:
· Min D3 in Civil Engineering
· At least 3 years experience working with international and local non government organizations
· Familiarity with community level participatory approaches
· Proven good ability as a Facilitator
· Facility with Excel and Word
· Demonstrated capacity to work as a team member
· Excellent interpersonal skills

RESPONSIBILITIES AND TASKS:

§ Screen of incoming telephone calls and the pacing of out going telephone calls
§ Receive and direct visitors
§ Process incoming, correspondence by opening mail, recording in log book, photocopying, circulating and filing

Developing project plans, managing some of the programme budget, and preparing reports that help to increase understanding and learning.
Providing guidance, advice and support. All this and more will be part of your day-to-day role.
What we’re looking for To rise to the challenge, you’ll need practical experience of setting up and developing similar projects.
Fluent in both English and Bahasa Indonesia, you’ll also need experience of working at a community level.
Good local knowledge of the Aceh region is essential, along with a clear understanding of the specific challenges facing the people who live there.

Position Title : National Project Officer

General Functions:
Under the direct supervision of the Program Coordinator, PCRP, or their designate / OIC, the National Project Officer (NPO) will be responsible for the management of the programmatic and operational activities of the USAID-funded Support for Conflict-Affected Communities Project (SCACP) in Nanggroe Aceh Darussulam Province, Indonesia. SCACP currently operates in 431 villages across four districts in the Acehnese Highlands, undertaking peacebuilding and reintegration activities through quick-impact livelihoods, infrastructure, sociocultural, and capacity-building activities, all delivered through local NGO partners.

The National Project Officer will:
1. Be responsible for the operational and programmatic aspects of the project in two IOM field offices (Takengon and Kutacane). This includes management of and support to programmatic and operational staff, and oversight of daily programmatic, operational and administrative/ finance activities;
2. Monitor and supervise local staff and local partner organizations, and monitor activities to ensure that programmatic and operational tasks are carried out effectively and efficiently across programmatic, operational, and multi-project spheres; prepare recommendations to streamline procedures/implemen tation plans as needed;
3. Responsible for the efficient monitoring and evaluation of the project according to donor-agreed objectives, results, and indicators; undertake periodic monitoring of ongoing activities, review project performance and recommend appropriate interventions and strategies to improve project implementation;
4. Ensure local NGO partner compliance with the project programmatic goals and operational procedures; occasionally conduct qualitative audits of SHGs etc. in the field;
5. Serve as support liaison between field staff and both PCRP support unit as well as Banda Aceh-based non-projectized staff/departments in regard to human resources, finance, procurement, logistics, and security issues and needs emanating from the field; monitor and ensure timely processing of procurement, HR, and other requests in Banda Aceh and the field;
6. Assist Program Coordination with the implementation of, project strategies, setting of overall project direction, prioritization of activities in respect of objectives and agreed timeframe, and setting of benchmarks by which the success or failure of project activities will be measured;
7. Draft Service Agreements, Service Agreement Modifications, LTOs, and any other needed project / contractual documentation. Approve and sign payment or procurement requests; ensure that official documents support all payments;
8. Report to PC / PM substantiated staff performance concerns and recommend appropriate corrective actions; assess staff needs and conduct staff performance appraisals; evaluate, interview, hire and maintain appropriately skilled national staff/ consultants; ensure that all field staff are aware of and strictly comply with IOM Operational Guidelines;
9. Liaise with local and provincial level government officials as well as other I/NGOs;
10. Serve as the focal point on the LP / SHG capacity-building and learning visits exercise;
11. Assist PC / PM in determining areas of cooperation across projects (SCACP and ICRS) continue to provide support to ICRS operations in Kutacane and Takengon, including advising Field Coordination in each office;
12. Liaise with the USAID Cognizant Technical Officer / Peacebuilding Senior Advisor in the absence of the PM / PC (this duty primarily remains with the PM / PC);
13. Provide comprehensive and timely reports to PCRP program coordination when required;
14. Other duties as assigned by PCRP PM / Program Coordination.

Desirable Qualifications:
A minimum of five years of professional and managerial experience in a conflict / post-conflict development and peacebuilding field setting.
At least five years experience in field-based community and economic development.
Thorough experience in project management, including staff supervision.
Previous experience with IOM and USAID / other donor grants.
Able to manage workload within general schedule of work, instructions and standard practices.
A results-driven team player able to work and make independent decisions with minimum supervision and maintain composure under pressure.
Ability to cope with physical hardship and willingness to work extra hours in an environment with limited infrastructure.
Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds and different genders.
