CONTEXT OF THE POSITION

In July 2005, FRC signed a MOU with the Indonesian Government, the French Government and the Indonesian Red Cross (PMI) to initiate a capacity-building programme in the field of disaster management. The project is implemented in various areas of Indonesia, and coordinated from our office based in Jakarta.

POSITION OBJECTIVES

Under the management of the Administrative and Logistics Officer, the Accountant Assistant will ensure the proper management of the accounting and cash flow of the French Red Cross office in Jakarta.

TASK DESCRIPTION

Cash flow management:
- Be responsible for managing the cash box and the banks accounts (withdrawals, prepare letters for Demand draft, deposits, preparation of checks, Preparation of letters for all bank dealings).
- Be responsible to make the payment and also check the validity of invoices before payment.
- Be responsible to record payments on a daily basis in the software and ensure the availability of funds in the account at any time.
- Be responsible for the cash verification on a daily basis.
- Follow up funds received from Head-Quarter, and arrange necessary transfers for payments.
- Assist the Administrative and Logistics Officer in the preparation of the monthly treasury.


Accounting:
- The Accountant Assistant will carry out the monthly accounting:
- Grouping bills
- Entering data in the software
- Matching the third party accounts
- Printing reports,
- Making the corrections in the software according to Head-Quarter' s feed-back.
- Prepare the monthly verification tables: cash flow physical balances, transfers with and without exchange, bank reconciliation statements, cash-flow verification tables.
- Check the correct imputation of the invoices.
- Be responsible for making the photocopies and archiving accounts before sending the originals bills to Head Quarters in Paris.

Main Duties

Administration

* Handles and supervises administrative and secretarial tasks

Procurement Assistant - banda aceh

Swiss Red Cross is looking for a person to fill the position of Procurement Assistant in Banda Aceh.

The SRC programs in the Aceh Province of Indonesia has assisted in the reconstruction of educational, health and drinking water facilities with health awareness training for those people affected by the Tsunami. The schools completed under the reconstruction phase will now enhance disaster preparedness and disaster management in becoming centres of refuge in the event of disaster.

Red Cross Youth (RCY) groups interlinked with Palang Merah Indonesia (PMI), school associations, teachers and the general student body under the guidance of the PMI Branch DP and RCY departments will be formed and trained in; Red Cross Principles; school health; disaster preparedness and disaster management (DPDM); operation, maintenance and management of basic disaster management centres/senior and junior high schools.

2. Objectives
The specific objectives for recruiting the Procurement Assistant are:
Ø to assist the SDP-DM project to procure equipment and services needed.
Ø to manage contractual and financial issues regarding the services of the vendors to be engaged, e.g. certifying invoices, verifying the compliance of equipment supplied, etc.
Ø to coordinate between SDP-DM project team and the IFRC procurement responsible and resolve potential problems arisen by procurement procedures.

3. Tasks
The Procurement Assistant will be charged with the following tasks:
Ø Review and update current procurement plan when required.
Ø Preparation of Terms of Reference (ToR), evaluation of technical and financial proposals for selection of the various equipment and/or service providers.

Standard function description

Under the guidance and direct supervision of the Program Manager, the Deputy
to the Disaster Risk Reduction Program Manager will provide assistance to
supervise, coordinate and implement all disaster preparedness program
activities including early warning system/emergency communication and the
integrated community-based disaster risk reduction in the CRC program areas
in Indonesia.

Specific Duties

1. Assist the Program Manager in establishing and supporting the link of PMI ICBRR activities to CRC housing, livelihoods and water and sanitation programs.

2. Assist the Program Manager to support PMI to implement ICBRR program in NAD and Nias.

3. Conduct regular monitoring of ICBRR program areas and submit report.

4. Provide support in the planning and implementation of a community-based early warning and emergency communication system including:

a. Technical and operational assessment, coordination, logistics and purchase.
b. Installation of HF and VHF radio system.
c. Preparation of detailed standard operating procedure (SOP)
d. Support to Program Manager in project management, identification and training of operators in general radio operation according to SOP.
e. Coordination with SATLAK, SATKORLAK and BAKORNAS PBP and the official warning agencies in early warning and emergency communications procedures.

5. Facilitation of relationships building and communication between the CRC and the PMI.

6. Assist the Program Manager to work closely with the Field Program Officers based in fields to ensure that project activities are closely coordinated with the area Program Managers.

7. Supporting the networking efforts by liaising and coordinating with the partner National Societies (PNSs), IFRC and other international organizations/ agencies to ensure that effective working relationships and information sharing channels with the Canadian Red Cross are maintained.

8. Draft correspondence letters and weekly/monthly progress report as requested.

9. Provide technical assistance to other CRC sectors as equired.

10. Provide translation or interpretation as required.

11. Prepare written report of the program activities.

12. Undertake other duties that may be assigned from time to time which are commensurate to the position.

General responsibilities:

1.Support processing of financial data, end-of-month closing and cash counting in Country Office Jakarta, supervising bookkeeping and cash boxes with respective Budget Holders and Finance delegates.

2.Prepare and submit financial reports including bank reconciliations, bank journal, cash counts, advance book, summaries of financial activities, organizing vouchers for all expenses according to GRC standards and, if necessary, specific donor’s requirements.

3.Take part in cash flow management and relation with banks with transfer processes.

4. Maintain a good and orderly filing system covering all aspects of financial transactions, ensuring respect of GRC financial procedures and guidelines.

8. Focal point for monthly HHRR payroll, including follow-up local staff leaves and TOIL, as well as processing IFRC billing.

9. Prepare necessary financial statements to be attached to Delegate’s regular narrative reports.

10.Strengthen permanent technical communication / coordination with counterpart Palang Merah Indonesia (PMI) and in specific with its Finance Department at national level in ongoing and future capacity building, disaster management and relief projects / activities.

11.Provide technical support to PMI Financial department, supervising and monitoring financial documentation and ensuring timely reporting and justification in close coordination with DM officers based in Jakarta and/or field offices.

12. Facilitate linking / coordination between involved PMI departments (Organizational Development, Disaster Management, Health and/or Youth) and GRC DM officers, ensuring
that financial obligations and procedures stated in Project Agreements are adequately carried out.

13. Support implementation of GRC procedures in view of better control and risk management,
reporting to the responsible Finance Delegate if any irregularities are discovered.

14. All other tasks due to the upcoming work which are not mentioned above.


Qualifications:

D3/S1 degree, accounting or finance background

Experience in finance/accounting of a minimum one year
