Procurement Officer - Banda Aceh

An NGO-managed education program operating in seven provinces inIndonesia seeks qualified candidates of Procurement Officer.
This position will be based in Banda Aceh - Indonesia.

Procurement Officer

The Procurement Officer will report directly to the Provincial Coordinator and UNSYIAH FKIP Program Coordinator. The Procurement Officer will also work directly with the any sub contractors tasked with carrying out procurement on the project, ensuring that subcontractors meet performance requirements, and adheres to all relevan t USAID regulations. The Procurement Officer is expected to make major contributions in the development of a plan to procure and deliver the equipment, furnishings and supplies necessary to outfit new and refurbished facilities DBE2 Aceh Office. Public-private alliances will be utilized where possible tocomplement the provision of infrastructure and equipment, to the extent possible. Working with project and University staff, the Procurement Officer will provide necessary equipment and furnishings for the new teacher training facility and for facilities refurbished by DBE 2 Aceh and also willprovide necessary repairs, rehabilitation and procurement to grant activity and procurement above $500. Procurement of all equipmentnecessary to support the development and use of the new teacher training facility will be the responsibility of the Procurement Officer.

Job Responsibilities

* Ensure all procurement and grant procurement backup documents arecompleted, valid, and aligned with USAID and EDC policy and guidelines,and deliver to DBE 2 Jakarta office for payment process.
* Prepare all procurement documentation, collect quotation from vendor,prepare Procurement Analysis Report and send Purchase Order to vendorfor grants procure in Aceh.
* Prepare and monitor progress status of purchase, delivery and receipts of equipments or goods in Aceh.
* Provide guidance and supervise Admin/Procurement Assistant.
* Works in conjunction with DBE 2 Jakarta Contract Officer to ensurecompliance with USAID contract terms.
* Ensure all procurement and grant procurement process and documentationare in accordance to EDC policy and guidelines.
* Checks backup documentation for procurement purchases for regulatory compliance and fraud indicators.
* Performs checks on businesses supplying equipment and supplies, inaddition to reviewing backup documentation.
* Coordinates with senior staff in providing guidance to provincial program staff on daily project troubleshooting, including waiver,reprogramming and prior approval requests.
* Maintains the procurement files.
* Fulfill other duties as required.

Required Job Qualifications
* Minimum 3-5 years of experience in procurement, contracts and grants administration, management and donor relations
* University degree required, preferably in Economic, Finance,International Affairs, Public Administration, Nonprofit Management orequivalent combination of education and work experience
* Contract management experience with large-scale international projects
* Experience in procurement/ grants administration and management formulti-million USG grants
* Versed in USAID, USG and GOI contractual language and general processes
* Successful experience working in a diverse, face-paced environment
* Excellent computer skills including, Microsoft word, excel, Outlook exchange email system
* Fluency in English and Bahasa Indonesian required
* Working knowledge of budgeting, project management and grant administration
